MSB Solutions operates a working network of banks, payment processors, and senior consultants that serves institutions engaged with the money services sector. Our role is to make institutional engagement with the sector responsible, defensible, and economically viable.
For institutions willing to engage the MSB sector responsibly, the economic case is real — but only when supported by program design and operational oversight that hold up to examination. MSB Solutions exists at the intersection of bank decision-making, MSB operations, and the regulatory frameworks that bind them together. The network behind us reflects that role.
The network
The MSB Solutions network spans three relationship categories, each scoped to specific institutional needs:
Banking institutions. Working relationships with banks across the country that serve the MSB sector, scoped by transaction volume, geographic coverage, risk appetite, and MSB-customer experience. We do not publish a list of banking partners; institutional confidentiality requires it.
Payment processors. Relationships with processing partners that support card-present, card-not-present, and money-movement services for licensed MSBs.
Consultant network. A network of senior consultants engaged for client work that requires independence from MSB Solutions itself — most notably independent BSA/AML reviews of MSBs we have placed with banking partners. (See “A note on independence” below.)
A fee-income program for banks and credit unions
Banks and credit unions evaluating the MSB sector typically face the same question: how do you generate fee income from the segment without exposing the institution to regulatory or reputational risk that exceeds the return?
The MSB Solutions program answers that question with two coordinated services:
Vetted MSB referrals. Institutions in the network receive referrals of MSB operators we have already assessed for compliance posture, transaction volume, and operational maturity. The vetting reduces onboarding cost and concentrates institutional review attention where it actually adds value.
MSB-customer program design. For institutions building or refining their MSB-customer program, we develop the policies, procedures, and operational controls required for a sector-aware program — enhanced due diligence frameworks, transaction monitoring rules calibrated to MSB activity, governance documentation that meets examiner expectations, and the operational handoffs between front-office and BSA functions that make the program work in practice.
Together, the two services create a program that holds up under examination and scales without proportional risk increase.
A note on independence
MSB Solutions occupies a deliberately structured position between MSB operators and the institutions that serve them. That position creates real value for both sides. It also creates a specific limitation: we do not perform independent BSA/AML reviews of MSBs we have placed with banking partners, because the conflict of interest would compromise the value of the review itself.
When independent review work is appropriate, we engage senior consultants from our network — practitioners with deep MSB sector experience and no relationship history with the operator under review. This structure is transparent to regulators by design, and reflects our view of how the role should be played.
